The Under Secretary of State, Colonial Office,

Sir,

Downing Street,

LONDON, S.W.1.

We beg leave to refer to your letter 27014/1919 of the 16th May last and our reply B.1039 of the 21st idem," and in this connection have pleasure in enclosing herewith a proof of the Circular submitted with your letter above referred to. You will see that we have taken the liberty of showing all times mentioned therein as GMT, this for the purpose of simplifying matters for the many new operators who have recently enter our service and who naturally have not the long experience of their older colleagues. We shall be glad if you will kindly return this proof to us after perusal as it is the only one we have, together with any suggestions you may wish to make thereon.

With regard to a date for commencing this service, in view of the fact that we shall have to issue suitable instructions to operators, while it will also be necessary to advise the Shipowners whose veasels trade in that part of the world, we would suggest that the service be commenced on or as soon after the 1st August as possible, and we propose to insert a short paragraph to this effect.

We also beg to suggest that so far as Shipowners are concerned, the most simple plan would be to issue & "Notice to Mariners and perhaps you would be prepared to arrange this with the Admiralty. Or you might consider it preferable for the Hongkong Observatory Authorities to issue such notice to the Shipping Companies likely to be concerned in the service. In any case, such notice should contain a request that Owners should issue the necessary instructions to their Captains to furnish the Marconi operators with the data required for transmission to the Aguilar Station.

As stated above, we will circulate the enclosed notice

to our own operators,

M/AR.
